As Viet Nam enters a new stage of development with increasingly high demands for the effectiveness and efficiency of national governance and for the quality of services delivered to the people, the creation of public value is becoming an issue of considerable theoretical and practical significance. In the article " Public value creation in Viet Nam in the new development phase: from theory to implementation capacity," Assoc. Prof. Dr. Nguyen Ba Chien, President of the Academy of Public Administration and Governance, and Member of the Central Theoretical Council, focuses on clarifying theoretical issues surrounding public value while analyzing the requirements for transforming those values into concrete results in the practice of public administration and service delivery. Approaching public value through the relationship between the State, the people, and society, the article points out the requirements for implementation capacity in the new development phase; emphasizing the need to shift from task-based management to results-based management, using efficiency and the tangible values that the people and society receive as a measure. The article also suggests several directions for enhancing the capacity to create public value in Viet Nam, linked to improving institutions, renewing governance methods, upgrading workforce capacity, accelerating digital transformation, and strengthening the participation and co-creation of the people and social actors. With an approach that combines theory and practice, this article contributes to supplementing the scientific arguments for reforming public administration, aiming to build a modern, effective, and efficient administration that better serves the people and businesses.
