Continuously innovating, maintaining, and improving education and training quality
Dr. Le My Phong, Deputy Director General of the Quality Management Agency, Ministry of Education and Training, speaks at the ceremonySpeaking at the ceremony, Dr. Le My Phong, Deputy Director General of the Quality Management Agency, Ministry of Education and Training, congratulated the Academy of Public Administration and Governance on being recognized as meeting higher education institution quality accreditation standards, while affirming that quality accreditation aims not merely to meet standards but serves as a tool helping educational institutions objectively assess their status, leverage strengths, and address limitations. Accreditation results recognize the Academy's efforts in building a synchronized quality assurance system, creating a foundation to elevate the quality of training, research, and university governance.
Achieving educational institution accreditation standards with average scores across all four areas significantly surpassing the previous evaluation results of Hanoi University of Home Affairs (March 2020) demonstrates clear progress in constructing the Academy's synchronized quality assurance system. To fulfill its mission as a national center for training administrative, leadership, and managerial human resources and its vision to meet regional standards, Dr. Le My Phong proposed three post-accreditation strategic orientations:
(1) Transforming governance mindsets: shifting strongly from a "meeting standards" mindset to "continuous quality development," concretizing recommendations into improvement plans tied to roadmaps, resources, and data-driven governance.
(2) Standardizing output quality: taking learner development as the metric; elevating program quality, developing faculty, driving scientific research, digital transformation, and developing professional competencies and public service ethics to meet public governance realities.
(3) Fostering a quality culture: transforming quality assurance into a regular, intrinsic responsibility of all personnel, lecturers, and learners, while strengthening connections with practical agencies to serve policy advisory work.
Simultaneously, the Academy should leverage strengths, expand cooperation with practical agencies, and emphasize cultivating professional capabilities, public service ethics, and a spirit of service among learners. Accreditation results are expected to generate momentum for the Academy to sustain development, affirm reputation, and make practical contributions to constructing a modern, effective, and efficient national governance system.
Assoc. Prof. Dr. Nguyen Duy Bac, Vice President of the Ho Chi Minh National Academy of Politics, delivers guiding remarksDelivering guiding remarks at the Ceremony to Announce the Decision and Award the Educational Institution Quality Accreditation Certificate to the Academy of Public Administration and Governance, Assoc. Prof. Dr. Nguyen Duy Bac, Vice President of the Ho Chi Minh National Academy of Politics, acknowledged and commended the efforts of the Academy's collective in self-evaluation and external evaluation processes, while emphasizing that accreditation results serve as a key milestone laying the groundwork for the Academy to affirm reputation and elevate comprehensive quality. To realize the goal of developing the Academy into a flagship training and capacity-building institution in state management and public governance, Assoc. Prof. Dr. Nguyen Duy Bac proposed five key task clusters:
First, concretize accreditation results into quality improvement plans tied to development strategies following the "6 clear" principles (clear unit, clear person, clear task, clear efficiency/quality, clear deadline, clear resources); transform governance mindsets toward data-driven management and use substantive transformation as the benchmark.
Second, elevate training and capacity-building quality to meet the requirements of a developmental public administration; review and update curricula according to learning outcomes and practical needs; enhance evaluation of practical skills, foreign languages, and digital competencies of learners.
Third, accelerate linkages between training, scientific research, practical reviews, and policy advisory services; focus research on core issues of public governance, policy execution, and digital transformation across localities.
Fourth, refine governance mechanisms and solidify internal quality assurance systems; ensure consistent quality standards across the Academy's headquarters and campuses (Da Nang, Ho Chi Minh City, Dak Lak), while driving digital transformation in executive management.
Fifth, prioritize developing faculty and staff, striving to raise the faculty ratio to 60%; invest in synchronized infrastructure and foster a quality culture aligned with building an exemplary Party school culture.
Assoc. Prof. Dr. Nguyen Duy Bac affirmed that achieving higher education institution accreditation standards is both a major honor and a heavy responsibility for the Academy of Public Administration and Governance. Seriously implementing these five strategic task clusters in a synchronized manner will serve as a solid foundation for the Academy to continuously elevate comprehensive quality, affirming its position as a prestigious national center within the Ho Chi Minh National Academy of Politics system, while expanding its influence in national and international higher education.
Assoc. Prof. Dr. Nguyen Ba Chien, Secretary of the Party Committee and President of the Academy of Public Administration and Governance, delivers remarksAccepting the guidance, Assoc. Prof. Dr. Nguyen Ba Chien, Secretary of the Party Committee and President of the Academy of Public Administration and Governance, delivered response remarks, affirming that receiving accreditation recognition is not merely an acknowledgment of achieved results, but serves as momentum for the Academy to continuously innovate, refine its quality assurance system, and elevate governance effectiveness and educational quality.
Assoc. Prof. Dr. Nguyen Ba Chien emphasized that accreditation results do not mark an endpoint, but a pivotal milestone in shaping a sustainable quality culture, enhancing self-adjustment capacity, and reinforcing accountability toward public service. Heading toward the development strategy to 2030, vision 2045 grounded in the philosophy "Knowledge Creation, Innovation, National Responsibility," the Academy focuses on key solution clusters:
(1) Modernizing governance work, connecting governance with academic development; accelerating digital transformation and management based on empirical data (training results, testing, learner feedback) to resolve bottlenecks promptly and elevate operational efficiency.
(2) Innovating training and scientific research, shifting teaching-learning methodologies toward interactive, co-creation of knowledge; utilizing state management realities as research material, helping learners develop comprehensively in both professional competence and public service ethics.
(3) Developing personnel and spreading a quality culture, focusing on cultivating and upgrading faculty and staff capabilities; encouraging responsibility, embedding quality assurance as a conscious mindset and voluntary working habit for every individual.
The Academy of Public Administration and Governance seriously accepts the full guiding remarks of Assoc. Prof. Dr. Nguyen Duy Bac, Vice President of the Ho Chi Minh National Academy of Politics, alongside key directional inputs from leaders of the Quality Management Agency, Ministry of Education and Training. On this basis, the Academy will concretize post-accreditation recommendations into quality improvement plans with clear goals, roadmaps, and responsibilities; organize synchronized and effective implementation; and take accountability for outcomes toward maintaining and elevating education and training quality in a substantive and sustainable manner.
Being accredited as meeting higher education institution quality standards sets demands for the Academy to maintain and improve quality regularly, substantively, and sustainably. On this foundation, the Academy continues to leverage achieved results, elevating the quality of training, scientific research, and community service activities to meet higher education development requirements in the new phase.
