2.1 In terms of theory: The thesis focuses on analyzing and discussing in a comprehensive way based on the
scientific system on the assessment of the socio-economic development plan; summarize theories on the plan and the plan assessment, clarify the main factors in the theoretical basis of assessment of the results-based socio-economic development plan.
The thesis analyzes the content and assessment criteria of the socio-economic development plan, indicates the limitations and shortcomings in the assessment, deployment and implementation and compares with the results-based assessment. From researching the international experiences on the assessment and results-based assessment, the thesis recommends some solutions to innovate the assessment of the socio-economic development plan and the deployment and implementation steps based on results. The thesis shows the proofs to affirm that the results-based assessment will assess in the best way the objectives of the socio-economic development plan if applicable.
2.2 In terms of practice: On the basis of analyzing the current status of the assessment of the socio-economic development plan in Vietnam during the last 5-year plans and annual plans, the thesis expresses the achieved results, limitations and shows the shortcomings of the content of the socio-economic development plan, the plan construction criteria, plan assessment regulations, coordination mechanism, information collection, human resources, etc when applying the assessment of the results-based socio-economic development plan.
Accordingly, the thesis proposes the innovations of the assessment of the socio-economic development plan in Vietnam in the next time: to innovate in the viewpoints on the plan assessment; to innovate in results-based plan assessment method; to innovate in the plan assessment steps; to innovate in building the plan report, plan criteria; and the necessary and feasibility conditions to implement the innovation of the assessment of the socio-economic development plan.
Through the above research, the thesis points out the particular solution groups to innovate the implementation assessment of the socio-economic development plan at the National level as well as the department and local authorities.
