The Academy of Public Administration and Governance works with the Ambassador of the People's Republic of Bangladesh to Vietnam to promote cooperation in cadre training and fostering

On April 16, 2026, in the Traditional Room, the Academy of Public Administration and Governance held a working session with the Embassy of the People's Republic of Bangladesh in Vietnam to exchange and discuss cooperation orientations in the field of training and fostering leadership and management cadres

The working session was organized based on a proposal from the Bangladesh Embassy in Hanoi, related to the need for cooperation in implementing a fostering program for the leadership and management civil servants of the Government of Bangladesh.

Attending the working session, on the side of the Embassy of the People's Republic of Bangladesh, were H.E. Mr. Mohammad Lutfor Rahman, Ambassador Extraordinary and Plenipotentiary to Vietnam, Head of the delegation; along with representatives of the Cultural and Educational Counselor and the Ambassador's Secretary.

On the side of the Academy of Public Administration and Governance, there was Assoc. Prof. Dr. Nguyen Ba Chien, President of the Academy, who chaired the working session; along with leading representatives of units: the Department of Scientific Management and International Cooperation, the Department of Training Management, the Academy Office, and relevant officials.

Delivering the welcome speech at the working session, Assoc. Prof. Dr. Nguyen Ba Chien expressed his pleasure to welcome the Ambassador and the delegation visiting and working at the Academy. On this occasion, the Academy President extended his best New Year greetings to the Ambassador and the people of Bangladesh on the occasion of the traditional Pohela Boishakh (Bengali New Year), demonstrating the respect and spirit of friendship between the two nations.

Also at the working session, Assoc. Prof. Dr. Nguyen Ba Chien gave a general introduction to the Academy of Public Administration and Governance in its role as a training and fostering institution for cadres, civil servants, and public employees for the political system; and simultaneously as a scientific research center on administration and public governance. With experience in training and fostering leadership and management contingents at all levels, the Academy has strengths in developing training programs linked to national governance practices, combining theory and practical experience.

At the working session, the two sides comprehensively discussed the possibility of cooperation in training and fostering the leadership and management cadres of the Government of Bangladesh. Representatives of the Bangladesh Embassy shared the need to enhance public governance capacity for the civil servant contingent in the context of accelerating administrative reform, modernizing the public service, and international integration. On that basis, the Bangladeshi side expressed the desire to cooperate with the Academy in organizing suitable fostering programs, focusing on contents such as state management, public policy formulation and implementation, public sector human resource management, digital transformation in governance, and leadership capacity development.

The two sides also specifically discussed the orientation for developing cooperation programs, including training content, organization methods, implementation time, and the number of learners, while also discussing the combination of academic exchange activities, experience sharing, and field trips to enhance the effectiveness of the fostering programs.

In addition, the two sides reached an initial agreement on the possibility of expanding cooperation in areas such as expert exchange, organizing international scientific conferences, and research cooperation on public governance and administrative reform in the context of digital transformation and globalization.

Speaking at the working session, H.E. Ambassador Mohammad Lutfor Rahman expressed his appreciation for the Academy's respectful reception and highly valued the capacity, prestige, and training experience of the Academy of Public Administration and Governance. The Ambassador expressed his expectation that the two sides will soon implement specific, practical, and effective cooperation activities in the coming time.

The working session took place in an open and cooperative atmosphere, achieving an initial consensus on coordination orientations. This is an important basis for the two sides to continue exchanging and perfecting specific cooperation contents, contributing to strengthening the cooperative relationship between Vietnam and Bangladesh in the fields of public governance and human resource development.
