The Academy of Public Administration and Governance Participates in the International Conference on State Governance at Fudan University, China

On May 26-27, 2026, the 1st International Conference on State Governance with the theme "Stronger State - Better Governance: State Capacity and Governance Efficiency in a Globalized World" officially took place at Fudan University, China. The international conference was co-organized by the School of International Relations & Public Affairs (SIPRA) at Fudan University and the Global South Think Tanks Alliance (GSTTA), drawing the participation of more than 100 scientists and experts from China, Vietnam, Indonesia, Brazil, South Africa, and other Global South nations. The opening session featured welcoming remarks by Mr. Jin Xin, Vice-minister of the International Department of the Communist Party of China (CPC) Central Committee (IDCPC), and Mr. Qiu Xin, Chairman of Fudan University.

Dr. Bui Phuong Dinh, Vice President of the Academy of Public Administration and Governance, participated in the parallel session and panel discussion on State Capacity and Governance Modernization. His presentation on the topic "Reforming and Transforming the Local Government Apparatus in Vietnam to Promote Inclusive Governance" shared lessons and orientations from the practical experience of institutional reform, streamlining the state apparatus at the central level, and restructuring the two-level local government system in Vietnam during the 2024–2045 period. The presentation attracted keen interest and lively discussion from international delegates. Its central focus was the reform of central and local state institutions with the aim of generating development momentum and advancing inclusive governance, in pursuit of Vietnam's vision for 2045: becoming a developed, high-income, prosperous, civilized, and happy nation firmly advancing toward socialism. During the panel, Dr. Bui Phuong Dinh shared Vietnam's experiences in state apparatus reform while addressing development strategies amid globalization fluctuations, global issues concerning the digital state and digital governance, and the proactive role of Global South countries in driving inclusive governance for social progress, development, and equity.

During the business trip, Vice President Dr. Bui Phuong Dinh also held a bilateral working session on cooperative development with Mr. Su Changhe, Dean of the School of International Relations & Public Affairs at Fudan University. He additionally held working sessions with the leadership of the Academy of Public Policy and Administration under the President of the Republic of Uzbekistan and with the leadership of the Civil Service College of the Hong Kong Special Administrative Region, China.

The working visit and participation in the International Conference on State Governance at Fudan University, China concluded successfully, contributing to enhancing the profile and standing of the Academy of Public Administration and Governance within the international academic community and in the field of global state governance./.
