2.1. On the theoretical side
The thesis focuses on analyzing, arguing objectively, comprehensively and systematically for the state management organizing system on HIV/ AIDS fighting and prevention; summing theory on state management, public administration management, data evaluation and clarifying the main factors as the theoretical basis of state management on HIV/ AIDS fighting and prevention based on research data.
The thesis provides the data, compares, analyzes the content, organizational model of state management on HIV/ AIDS fighting and prevention in Vietnam over the periods, points out the shortcomings and inadequacies and compares to evaluation based on result of state management organizing system on HIV/ AIDS fighting and prevention. From experience studied at some countries in the world on HIV/ AIDS fighting and prevention, several research schemes on HIV/ AIDS fighting and prevention in Vietnam; the thesis recommends several solutions and the state management organizing model on HIV/ AIDS fighting and prevention in Vietnam in the new period. It gives evidence to affirm the highly practical findings, if it is applied, it will promote efficiency of completing state management organizing system on HIV/ AIDS fighting and prevention in Vietnam in new situation.
2.2. On the reality side:
Based on the Research overview and scientific hypothesis, the thesis analyzes the current status of State management organizing system through analysis on current status of State management organizing system on HIV/ AIDS fighting and prevention in Hanoi, Ho Chi Minh City, Lang Son province, Da Nang City, Hai Duong province and some other structural organization models, etc. and shows duplication, inconsistency, instability, unqualified staff, etc.
The thesis shows the obtained results, the existing limitations and shortcomings in institution, structural organization, finance and human resources, etc. in the State management organizing system on HIV/ AIDS fighting and prevention. Thence, the thesis proposes state management organizing system model on HIV/ AIDS fighting and prevention in Vietnam in new situation in accordance with current practical situation.
