Promoting Cooperation in Training High-Quality Governance Human Resources between Vietnam and South Korea

On the morning of March 6, 2026, at the Hanoi headquarters, the Academy of Public Administration and Governance officially signed a Cooperation Agreement with the Daewoo Global Management Institute (South Korea). The event not only marks a new step in the Academy's international cooperation but also opens up opportunities to train young South Korean managers ready to adapt to the working environment in Vietnam

Attending the ceremony, on the side of the Daewoo Global Management Institute (South Korea), were: Mr. Chang Byung Ju - Chairman of the Academy; Mr. Park Chang Wook - Vice Chairman of the Academy; Mr. Lee Kum Hwa - Secretary General of the Academy; Mr. Oh Ju Seok - Deputy Secretary General of the Academy; Mr. Lee Man Jae, Director of the Academy in Thailand; and Mr. Seong Kang Min - representative of the Academy in Vietnam. Welcoming the delegation, on the side of the Academy of Public Administration and Governance, were: Assoc. Prof. Dr. Nguyen Ba Chien, President of the Academy; Assoc. Prof. Dr. Luong Thanh Cuong, Vice President of the Academy; leaders of the Science Management and International Cooperation Department; and leaders of the units under and attached to the Academy.

Speaking at the signing ceremony, Assoc. Prof. Dr. Nguyen Ba Chien noted that in the context of a rapidly changing world, the demand for human resources with a global mindset, modern governance capacity, and high adaptability is becoming more urgent than ever. The coordination between the two sides to implement the "Daewoo Global Young Business Manager" training program carries deep strategic significance. According to the agreement, the Academy of Public Administration and Governance will directly equip South Korean trainees with comprehensive knowledge about the political system, economy, public governance, and working culture in Vietnam.

According to the agreement, the Academy of Public Administration and Governance will undertake the role of fostering in-depth knowledge for South Korean trainees regarding the institutional environment, governance, and working culture in Vietnam. The training program is expected to last 6 months with 6 main content pillars: (1) Political, economic, socio-cultural context of Vietnam, and working in the Vietnamese cultural context; (2) Public governance and local governance; (3) Leadership skills; (4) Corporate governance and the coordination between the state and enterprises; (5) Human resource management and development; (6) Communication skills, change management, and adaptability in a multicultural international environment. The President of the Academy expressed expectations that through these topics, trainees will not only access necessary management skills but also deeply understand the operation of the state apparatus and the business environment in Vietnam. This is an important foundation to help elite South Korean youth become active bridges, promoting socio-economic cooperation between the two nations in the future.

Sharing about the 15-year journey of operation in Vietnam, Mr. Chang Byung Ju - Chairman of the Daewoo Global Management Institute, expressed deep gratitude for the solemn reception of the Academy. He stated that this cooperation program was implemented by the Daewoo Global Management Institute in Vietnam 15 years ago starting with Da Lat University. Subsequent partners included Hanoi National University of Education, the University of Culture, and the University of Public Health. With the cooperation with the Academy of Public Administration and Governance this time, the program does not only focus on pure business management but also emphasizes teaching language and history to create a true connection with the Vietnamese people. He affirmed that the similarities in educational philosophy between the two Academies are a solid premise for the cooperation process to achieve brilliant success and open up more new development projects.

The ceremony ended with high consensus and commitment from both sides. Representatives of the two Academies together affirmed the importance of realizing the signed contents, and at the same time, will make their best efforts to complete the set goals with the highest results, contributing to enhancing the position and international training reputation of both Academies. This opens a stage of cooperation with many achievements, contributing to further tightening friendship and promoting human resource exchange between Vietnam and South Korea.
