On September 8, 2026, at the Main Hall of the Organization Board of the Lao People's Revolutionary Party (LPRP) Central Committee, a thematic exchange conference titled "Working Regulations and Coordination Mechanism Between the Party Committee Secretary and the Chairman of the Administrative Committee of Capitals, Provinces, Districts, and Cities" was held under the chairmanship of General Vilay Lakhamfong, Member of the Political Bureau and Permanent Member of the Secretariat of the LPRP Central Committee. Following Decision No. 5186-QD/HVCTQGHCM dated September 4, 2026, of the President of the Ho Chi Minh National Academy of Politics, the Vietnamese expert delegation led by Assoc. Overview of the ConferenceThe conference was attended by Comrade Sisay Leudetmounsone, Member of the Political Bureau, Secretary of the Party Central Committee, and Head of the Organization Board of the LPRP Central Committee; Party Secretaries and Deputy Secretaries of Provincial/Municipal Party Committees, Chairmen of People's Councils, Chairmen of Administrative Committees of Vientiane Capital and various provinces, alongside representatives of departments and units under the Organization Board of the LPRP Central Committee.

Prof. Dr. Nguyen Ba Chien presented and exchanged views on the topic: "Experiences of the Communist Party of Vietnam in Concurrently Holding Dual Titles: Secretary or Deputy Secretary of Provincial/Municipal Party Committees Concurrently Serving as Chairman of the People's Council, and/or Deputy Secretary of Provincial/Municipal Party Committees Concurrently Serving as Chairman of the People's Committee." The report clarified the formation process, regulations, and implementation across different periods, as well as key achievements, while analyzing favorable conditions, difficulties, and practical issues regarding the model of Provincial/Municipal Party Secretary or Deputy Secretary concurrently serving as Chairman of the Provincial/Municipal People's Council, and Deputy Secretary concurrently serving as Chairman of the Provincial/Municipal People's Committee.
Delegates attending the conferenceDrawing from the practical realities of Vietnam and the Lao PDR, discussions centered on the relationship between Party leadership and the operations of the People's Council and the People's Committee; the requirement to clearly define the functions, tasks, powers, and responsibilities of each institution; and the need to ensure a unified, seamless coordination mechanism during the execution of their functions and tasks.
The topics shared by the Vietnamese expert delegation received special attention from Lao delegates, particularly as the Organization Board of the LPRP Central Committee is studying and evaluating the practical implementation of new regulations on the model of Party Committee Secretaries concurrently serving as Chairmen of Provincial/Municipal People's Councils, and Deputy Secretaries concurrently serving as Chairmen of Provincial/Municipal People's Committees, thereby further refining local leadership, management, and coordination mechanisms.
