On April 17, 2026, the Academy of Public Administration and Governance held a discussion and working session with the leaders of the Party Committee and local authorities of Suoi Hai Commune on the theme: "Enhancing the capacity of commune-level cadres and civil servants in the context of the two-level local government organization." Overview of the working session

Attending the session from the Ho Chi Minh National Academy of Politics were: Assoc. Prof. Dr. Dinh Ngoc Giang, Director General of the Department of Organization and Personnel; Assoc. Prof. Dr. Tran Thanh Giang, Chief of Office; and Dr. Nguyen Xuan Truong, Director General of the Department of Planning and Finance. Representing the Academy of Public Administration and Governance were the Vice Presidents of the Academy and leaders of units under and affiliated with the Academy.

From the Party Committee and local authorities of Suoi Hai Commune were: Mr. Do Manh Hung, Secretary of the Party Committee and Chairman of the Commune People's Council; Mr. Chu Huy Phuong, Standing Deputy Secretary of the Party Committee; Mr. Le Hao Quang, Member of the Standing Committee and Vice Chairman of the People's Committee; Mr. Do Van Cong, Member of the Party Committee and Vice Chairman of the People's Committee; Mr. Bui Huy Giap, Head of the Culture and Social Affairs Office; Mr. Nguyen Van Thien, Deputy Head of the Economics Office; and Mr. Nguyen Duc Hieu, Chief of Office of the People's Council and People's Committee.

During the discussion, the Party Committee and authorities of Suoi Hai Commune highlighted several current obstacles and bottlenecks regarding commune operations within the two-level local government framework: the workload has increased while the staff remains insufficient and limited in capacity; tasks decentralized to the local level are substantial, yet coordination between units and departments is not yet seamless, leading to delays in administrative procedures. Consequently, local cadres expressed a desire for "hands-on" training focusing on: i) state management skills, ii) job-position-based training, and iii) digital transformation.

Speaking at the session, Assoc. Prof. Dr. Nguyen Duy Bac thanked the leaders of Suoi Hai Commune for their valuable insights and pertinent opinions on identifying the focus for grassroots cadre training. In 2026, the General Secretary and President To Lam assigned the Ho Chi Minh National Academy of Politics, including the Academy of Public Administration and Governance, a vital task: organizing and training the grassroots cadre contingent nationwide. The Academy has urgently developed both short-term and long-term programs for the Party, government, and mass organization blocs, tailoring training to specific specialties for leadership, management, and executive positions.

The goal is to immediately rectify the uneven and weak professional capacity at the grassroots level by building training content and formats that solve practical issues and establish standard processes. Currently, the Academy is developing situational content across six modules, each featuring 10 relevant scenarios, such as: Establishing new commune-level governance capacity; Managing double-digit growth; Governance using Artificial Intelligence; Identifying institutional and policy bottlenecks beyond commune-level authority; Addressing current challenges and limitations of commune-level staff; and Organizing commune units within two-level local governments (tailored to specific local conditions rather than a one-size-fits-all approach). Training classes will apply modern teaching methods where instructors and learners jointly solve local practical problems. New training frameworks for job positions will be built to enhance capacity. Assoc. Prof. Dr. Nguyen Duy Bac requested the Academy of Public Administration and Governance to collaborate with Suoi Hai Commune to pilot these training modules linked to local realities.

Concluding the session, Assoc. Prof. Dr. Nguyen Ba Chien, President of the Academy of Public Administration and Governance, expressed his deep appreciation for the profound and practical direction provided by Assoc. Prof. Dr. Nguyen Duy Bac. He acknowledged the feedback from Suoi Hai Commune and affirmed that the Academy is drastically deploying training initiatives, including: strengthening development governance capacity for communes, wards, and special zones under the two-level local government model; job-position-based training; and implementing a work handbook for commune-level cadres, all closely aligned with practical requirements.
