Opening ceremony of the training course “Modern and Effective National Governance Programme for Emerging Leaders (MENGPEL)” between CIG and APAG

On 2 December 2025, the Academy of Public Administration and Governance (APAG) held the opening ceremony of the training course “Modern and Effective National Governance Programme for Emerging Leaders (MENGPEL)”, under the cooperation programme between APAG and the Chandler Institute of Governance (CIG), Singapore. Prof. Dr. Nguyen Quoc Suu, Vice President of APAG, chaired the ceremony.

Attending the event, from CIG, were Mr. Ho Wei Jiang, Dean of the Chandler Academy of Governance, along with staff members in charge of the cooperation programme between the two institutions.

From APAG, participants included Dr. Bui Phuong Dinh, Vice President of APAG; leaders of faculties, departments, centres, and functional units; as well as public leaders, managers, and officials from ministries, sectors, localities, agencies, universities, and APAG lecturers who are participants of the training course.

At the ceremony, Ms. Pham Thi Quynh Hoa, Acting Director of the Department of Science Management and International Cooperation, announced the Decision on the organisation of the training course. The 2025 course continues the series of cooperation activities between APAG and CIG initiated in 2022, aiming to develop public leaders and managers with modern governance thinking and exposure to international standards.

Ms. Pham Thi Quynh Hoa, Acting Director of the Department of Science Management and International Cooperation, announced the Decision on the organisation of the training course.

On behalf of the Party Committee and the Board of Directors of APAG, Prof. Dr. Nguyen Quoc Suu, Vice President of APAG, delivered the opening remarks for the training course. He emphasized the strong reform requirements currently facing Viet Nam’s public service: streamlining the apparatus for greater operational efficiency, promoting digital transformation, strengthening cross-sectoral coordination, ensuring power oversight, and enhancing capacity in evidence-based policymaking and policy implementation.

He affirmed that the training course is designed with a modern orientation, closely aligned with practical needs and international integration. It aims to help participants develop strategic thinking and policy analysis capacity; strengthen leadership skills, change management, and cross-sectoral coordination; improve adaptability in the context of digitalization and globalization; and cultivate competencies in international integration, negotiation, and crisis management. The course also creates opportunities to learn from the valuable experience of domestic and international experts.

In his remarks, Mr. Ho Wei Jiang, Dean of the Chandler Academy of Governance, highly appreciated the strategic cooperation between APAG and CIG over the past years. He emphasized that the MENGPEL is designed to combine international experience with Viet Nam’s specific requirements. The programme not only provides new knowledge but also encourages participants to think critically, adapt effectively, and apply what they learn to real-world contexts of public service in Viet Nam.

He expressed his confidence that the course will continue to serve as an important foundation for enhancing the leadership and management capacity of Viet Nam’s public officials.
