The Singapore segment of the training programme on “Modernising the Civil Service: Training and Development of Government Officials and Civil Servants”, held from 17 to 21 November 2025, has been successfully concluded.
Mr Ho Wei Jiang, Dean of the Chandler Academy of Governance, with participants at the programme’s opening ceremony.Delivered in collaboration with the Viet Nam Ministry of Home Affairs (MOHA), the Academy of Public Administration and Governance (APAG), and the Chandler Institute of Governance (CIG), the programme brought together 19 senior leaders from provincial Departments of Home Affairs and the ministerial Departments of Organisation and Personnel in Viet Nam. Over 5 days, participants discussed key areas including human resource management, digitalisation in the public sector, and leadership in a changing world, which contribute to building a high performance government.

Participants engaged in a role-play exercise of an interview process during the human resource management session The programme also featured immersive learning journeys to illustrate how good governance principles are put into practice in Singapore. At Changi Airport, participants observed how operational challenges can be transformed into seamless passenger experiences, reflecting a strong culture of innovation. At the Smart Nation CityScape in the Singapore City Gallery, they explored how technology enhances public service delivery and supports citizen-centric outcomes. The visit to Marina Barrage demonstrated how integrated planning can address national water challenges while creating green, liveable public spaces.

Participants will continue with the second segment of their programme in Viet Nam, where they will continue to deepen their capabilities and drive innovation and effective governance across the public sector.
