Inauguration Ceremony of the Main Headquarters of the Academy of Public Administration and Governance

On January 16, 2026, in Hanoi, the Academy of Public Administration and Governance (APAG) held the Inauguration Ceremony of its main headquarters at 77 Nguyen Chi Thanh, Giang Vo Ward, Hanoi. Prof. Dr. Nguyen Xuan Thang, Member of the Politburo, President of the Ho Chi Minh National Academy of Politics (HCMA), Chairman of the Central Council on Theoretical Studies, attended and cut the ribbon to inaugurate the building.

The ceremony was attended by distinguished guests, including: Assoc. Prof. Dr. Doan Minh Huan, Member of the Party Central Committee, Standing Deputy Secretary of the Party Committee, Standing Vice President of HCMA; Assoc. Prof. Dr. Nguyen Duy Bac, Deputy Secretary of the Party Committee, Vice President of HCMA; Mr. Vu Chien Thang, Deputy Minister of Home Affairs; Mr. Nguyen Trong Thua, former Deputy Minister of Home Affairs; Mr. Trieu Van Cuong, former Deputy Minister of Home Affairs; leaders and representatives of functional departments of HCMA, the Ministry of Home Affairs, the Ministry of Finance, the State Audit Office; representatives of leaders of Department A03; leaders of Giang Vo Ward; leaders of design consulting units: Vietnam Architecture Design and Consulting Joint Stock Company; project management consultant: Consultant and Inspection Joint Stock Company of Construction Technology and Equipment (CONINCO); supervision consultant: CONINCO Construction Technology and Environment Joint Stock Company; and the construction contractor: The joint venture of Group 202 JSC - Corporation 319, Corporation 789, Ministry of National Defence.

On the side of APAG, there were: Assoc. Prof. Dr. Nguyen Ba Chien, Secretary of the Party Committee, President of APAG; Dr. Dang Xuan Hoan, former President of the National Academy of Public Administration; Prof. Dr. Nguyen Huu Khien, Chairman of the Association of Former Teachers, former Executive Vice President of the National Academy of Public Administration; Vice Presidents of NAPA; and representatives of leaders of affiliated units, officials, and employees of APAG.

At the ceremony, Assoc. Prof. Dr. Nguyen Ba Chien, Secretary of the Party Committee, President of APAG, reported on the results of the construction process. Accordingly, the project "Construction, replacement, and supplementation of the main campus of the National Academy of Public Administration (now APAG)" was implemented in the 2021-2025 period, with APAG as the investor, with a total investment of over VND 798 billion from the central budget. The project is of significant importance in modernizing facilities, gradually meeting the requirements of training, refresher training, and administrative scientific research in the new situation.

The building is constructed on a land area of 6,204 m², comprising 23 floors and 2 basements, with a total main floor area of over 36,000 m². The building is designed with multi-functions, including administrative areas, lecture halls, a library, guest houses for lecturers and students, sports areas, along with a synchronous and modern system of technical infrastructure, transportation, greenery, and landscapes.

During the implementation process, the project received timely attention and direction from the Ministry of Home Affairs and HCMA, as well as coordination and facilitation from central ministries, branches, and Hanoi City. Consulting units, supervisors, and construction contractors strictly adhered to legal regulations on construction investment, ensuring progress, quality, occupational safety, and environmental protection.

Alongside advantages, the project also faced certain difficulties due to the impact of the COVID-19 pandemic and the process of organizational arrangement and streamlining, and the merger of training institutions under the guidelines of the Party and the State, leading to a prolonged time for completing legal procedures and adjusting the implementation schedule.

After 5 years of construction, the project has now been completed as planned. The building has been accepted by functional agencies regarding fire prevention and fighting, approved by the Hanoi Department of Construction for the completion dossier, and is currently being audited for project settlement by the State Audit Office.

The inauguration and putting into use of the building is an important milestone in the modernization process of APAG, creating a solid foundation for the Academy to perform its assigned functions and tasks well, gradually reaching regional and international levels. In the coming time, the Academy proposes to continue receiving attention in allocating funds to complete interior equipment and soon implement Phase 2 of the project to ensure synchronization and improve the efficiency of exploitation and use of the building.

At the ceremony, Prof. Dr. Nguyen Xuan Thang, Member of the Politburo, President of HCMA, Chairman of the Central Council on Theoretical Studies, warmly congratulated the collective leadership, officials, lecturers, employees, and students of the Academy; affirming that the inauguration of the main headquarters is an important milestone, opening a new development path in the process of modernization, standardization, and international integration, associated with the mission of training a contingent of cadres, civil servants, and public employees to meet the requirements of building a modern national administration and governance. The Member of the Politburo particularly appreciated and expressed deep gratitude to the Ministry of Home Affairs for always accompanying, paying attention, and having a strategic vision in modernizing facilities for the Academy, creating an important foundation for improving the quality of training and capacity building for cadres.

From this important milestone, the President of HCMA requested APAG to focus on performing three major tasks well:

Firstly, quickly complete the equipment, arrange working, teaching, and research spaces, and bring the new headquarters into stable, effective, safe, and economical operation soon; assign the Department of Planning and Finance to soon advise and allocate funds in 2026 and balance other legal funding sources so that the equipment of assets and working conditions are implemented synchronously and continuously; at the same time, soon advise and submit to competent authorities to immediately implement Phase II, ensuring that APAG has a complete, synchronous architectural complex with full functions, better meeting the requirements of training and fostering high-quality human resources for the country.

Secondly, strongly innovate training content, programs, and methods; adapt to new requirements, especially in training cadres, civil servants, and public employees in the context of implementing the two-level government model; taking the quality and effectiveness of training as the measure.

Thirdly, make maximum use of modern facilities to promote digital transformation, build smart classrooms, apply artificial intelligence and virtual assistants in management and teaching; closely connect with units within the HCMA system, contributing to building APAG with a modern identity, aiming to build an elite, modern, effective, and efficient public service in the era of the Vietnamese nation's rise.

Assoc. Prof. Dr. Nguyen Ba Chien, President of the Academy, spoke to accept the directive opinions of Prof. Dr. Nguyen Xuan Thang; at the same time, committed to exploiting and using the building effectively, serving well the work of training and fostering cadres, associating the exploitation of new facilities with the innovation of Academy governance towards modernity and professionalism, taking the quality of training, refresher training, and scientific research as the central measure.

At the ceremony, Prof. Dr. Nguyen Xuan Thang and delegates performed the ribbon-cutting ritual and attached the plaque "Project to welcome the 14th National Congress of the Communist Party of Vietnam". This is an event of significant importance, demonstrating the determination of APAG in concretizing the Party's guidelines on building a contingent of high-quality administrative and public governance cadres, meeting the requirements of national development in the new period.
