Governance and development of cultural industries in Viet Nam

On August 29, 2025, at APAG Headquarters in Ha Noi, the Academy of Public Administration and Governance (APAG) organized a workshop on the theme “Governance and development of cultural industries in Viet Nam.” The workshop was held in a hybrid mode, with online participation of APAG campuses.

At the workshop. 

In attendance at the workshop were Assoc. Prof. Dr. Nguyen Duc Thang, Vice Principal of East Asia University of Technology; Dr. Hoang Thi Binh, Deputy Director of the Viet Nam Institute of Culture, Arts, Sports and Tourism; Assoc. Prof. Dr. Truong Quoc Chinh, former Dean of the Faculty of Philosophy, Academy of Politics Region I; Dr. Vu The Duy, lecturer at the Academy of Politics Region I.

On the side of APAG, there were Dr. Bui Phuong Dinh, Vice President of APAG; Prof. Dr. Nguyen Quoc Suu, Vice President of APAG; Dr. Hoang Ngoc Hai, Vice President of APAG; Ms. Le Thi Tuyet, Deputy Director of the Department of Science Management and International Cooperation.

On the side of the Faculty of Social Development Management, there were Assoc. Prof. Dr. Dang Khac Anh, Dean; Dr. Ta Thi Huong, Deputy Dean; Dr. Dang Thi Minh, Deputy Dean, together with the faculty members and students of the Faculty.

Dr. Bui Phuong Dinh, Vice President of APAG, delivered remarks at the workshop. 

In his opening remarks, Assoc. Prof. Dr. Dang Khac Anh, Dean of the Faculty of Social Development Management, emphasized that in Viet Nam, the Party and the State have long recognized the special role of cultural industries in the nation’s development. In the context of globalization, strong digital transformation, and the requirements of sustainable development, Viet Nam’s cultural industries are facing great opportunities but also many challenges. The workshop serves as a forum for academic exchange, sharing of research findings, as well as experiences in developing cultural industries.

Assoc. Prof. Dr. Dang Khac Anh, Dean of the Faculty of Social Development Management, delivered remarks at the workshop. 

Recently, with the orientations and policies of the Party and the State of Viet Nam, cultural industries have gradually become a topic of great interest among many scholars. The presentation “Mechanisms and policies for the development of cultural industries in Viet Nam” by Dr. Hoang Thi Binh, Deputy Director of the Viet Nam Institute of Culture, Arts, Sports and Tourism, highlighted opportunities, challenges, and shortcomings in the development of cultural industries, as well as proposed several solutions for implementing mechanisms and policies to promote cultural industries in Viet Nam today.

At the workshop, the presentation by Assoc. Prof. Dr. Nguyen Duc Thang, Vice Principal of East Asia University of Technology, on the topic “Cultural industries, night-time economy, and tourism development” drew special attention from the participants. Night-time tourism not only brings economic benefits, increases visitor spending, and prolongs the length of stay, but also plays an important role in diversifying tourism products, attracting both domestic and international visitors, and promoting the values of Viet Nam’s cultural identity. Night-time activities such as art performances, cinema, music, entertainment, and cultural tourism generate significant economic benefits while also spreading cultural values.

Dr. Dang Thi Hong Hanh, lecturer at the Faculty of Social Development Management, APAG, presented the paper “Solutions to improve the efficiency of utilizing tangible cultural heritage in the development of cultural industries in Ha Noi.”
Dr. Pham Thi Huong, lecturer at the Faculty of Social Development Management, APAG, presented the paper “Linking creativity with cultural identity to develop a creative city (the case of Ha Noi).”
Dr. Nguyen Viet Dinh, lecturer at the Faculty of Social Development Management, APAG, presented the paper “The necessity of public spaces for cultural industries in Vietnamese cities.”

In the discussion session, the participants focused on clarifying many practical issues facing the cultural industries in the current context, such as modern governance approaches associated with digital transformation and innovation; international cooperation in training and technology transfer; and developing joint programs between APAG and enterprises to ensure practicality and applicability. The discussions opened up many important suggestions to orient the fundamental renewal of the high-quality human resource training programs of the Faculty of Social Development Management, APAG, in response to societal demands.

In his closing remarks, Assoc. Prof. Dr. Dang Khac Anh expressed special thanks to the scholars and participants for clarifying the core issues and offering important insights for practical implementation in the field of cultural industries. The multidimensional and scholarly perspectives of the participants not only illuminated the potential of cultural industries but also pointed out the challenges to be addressed. He also reaffirmed the role of the Faculty of Social Development Management, APAG, in connecting resources and knowledge, thereby contributing to the realization of the goal of developing Vietnamese culture and people in the new era.
