At the Conference, Comrade Hoang Trung Dung, Member of the Party Central Committee, Permanent Deputy Head of the Central Organization Commission, announced the Politburo's Decision on establishing the Central Theoretical Council for the 2026-2031 term; and the Secretariat's Decision on the composition of the Central Theoretical Council for the 2026-2031 term.

On behalf of the Party and State Leaders, respectfully handing over the Secretariat's Decision designating and assigning Comrade Nguyen Xuan Thang as Chairman of the Central Theoretical Council for the 2026-2031 term. General Secretary To Lam evaluated the significant contributions of the Central Theoretical Council in previous terms, especially in researching, building, and perfecting the Party's theory on the path to socialism in Vietnam, and directly contributing to the drafting and completion of important Party documents, particularly at the National Party Congresses, which orient the country's development path over the long term.
Stating clearly that the early consolidation and launching of the Central Theoretical Council for the 2026-2031 term right after the 14th National Party Congress is of great significance, reflecting a proactive, positive, and urgent spirit to bring theoretical work alongside the major tasks of the Party and the country, the General Secretary emphasized that the new term's Council also features many important innovations with the participation of leading theoreticians, scientists, experts, and many leaders and managers with rich practical experience.

Regarding the tasks in the coming time, the General Secretary requested that the Central Theoretical Council continue to affirm and elevate its core role in the Party's theoretical work in the country's new era of development. Theoretical work is of even greater special significance because theory contributes to forming the ideological foundation and the guiding principle for the Party's activities, with a long-term strategic vision and a step-by-step roadmap in each phase and period to develop the country.
"The Council also needs to strongly and effectively promote its advisory role to the Party, directly to the Politburo and the Secretariat, in considering and making major decisions, strategies, and development orientations for the country," the General Secretary emphasized.
