On 12 December 2025, at APAG Headquarters in Ha Noi, the Academy of Public Administration and Governance (APAG) held the closing ceremony of the training program “Modernising the Civil Service; Training and Development of Government Officials and Civil Servants”. The program was chaired by the Ministry of Home Affairs (MoHA) and jointly implemented by APAG in collaboration with the Chandler Institute of Governance (CIG), Singapore.

Dr. Bui Thi Thanh Thuy, Deputy Director, Department of Science Management and International Cooperation, presented the overall report on the training program and announced the Decision on the issuance of certificates of completion.In her summary report, Dr. Bui Thi Thanh Thuy noted that the training program was conducted over a two-week period, including one week of study in Singapore and one in Viet Nam. The program was flexibly designed, combining classroom learning with research and site visits, thereby enabling participants to gain direct exposure to modern governance models.
According to the report, participants demonstrated a serious and responsible learning attitude, with positive changes in awareness and management approaches. They gradually broadened their perspectives, embraced modern governance thinking, and developed key leadership skills required in the new context.
Through the program, participants developed a range of important competencies, most notably:
First, they were equipped with foundational knowledge and strategic orientation on civil service reform and modernisation, thereby gaining a clearer understanding of the new requirements placed on civil servants.
Second, their capacities in governance, training, and development of public human resources were strengthened, along with skills in motivating staff, building lean organisational structures, enhancing coordination between central and local levels, and engaging with advanced governance models.
Third, they gained deeper insights into the context of modern national governance, trends in digital and green transformation, and the opportunities and challenges arising therefrom, enabling them to clearly identify the roles, responsibilities, and competencies required of leadership and management teams in the new phase.
Fourth, through domestic and international practical research activities, participants were exposed to governance experiences of advanced countries, allowing them to compare and contrast these with the Vietnamese context and draw valuable lessons for management, administration, and the handling of practical issues.
At the conclusion of the program, all participants successfully completed all requirements as planned and were awarded certificates of completion by the President of APAG.

Mr. Nguyen Quang Dung, Director General of the Department of Civil Servants and Public Employees, MoHA, delivered a speech at the ceremony.Speaking at the closing ceremony, Mr. Nguyen Quang Dung, Director General of the Department of Civil Servants and Public Employees, MoHA, acknowledged the outcomes achieved by the training program. He also commended the initiative, efforts, and effective coordination among MoHA, APAG, and CIG in the design and implementation of the program.
He emphasized that building a modern, professional, disciplined, integrity-based, effective, and efficient civil service is an objective and urgent requirement in the country’s new development stage. This transformation requires a fundamental shift from an administrative management mindset to one of governance, facilitation, and service delivery, posing significant challenges for leadership teams, particularly in developing new competency frameworks, motivating the workforce, and enhancing adaptability in response to rapid changes in both domestic and international contexts.
Underscoring the strategic significance of the training course, Mr. Nguyen Quang Dung noted that the program provided a comprehensive knowledge framework that effectively combined modern theoretical perspectives with international experience, particularly practical lessons from Singapore in public governance, digital transformation, and smart urban development. He expressed his hope that the success of this training program would serve as an important foundation for the effective implementation of subsequent training programs in 2026, while also opening up new avenues for cooperation among MoHA, CIG, and APAG.
Prof. Dr. Nguyen Quoc Suu, Vice President of APAG, delivered the closing remarks for the training course.In his closing remarks, Prof. Dr. Nguyen Quoc Suu emphasized the importance of modernizing the civil service in parallel with improving the quality of cadres and civil servants through training and capacity building. According to him, a professional, transparent, and effective civil service must be built on a workforce with innovative thinking, strong adaptability, and a deep understanding of modern governance models.
He affirmed that the training program was carefully designed, effectively combining international experience from Singapore with the Vietnamese context, thereby helping participants broaden their perspectives and enhance their leadership and management capacities. He acknowledged the participants’ serious and proactive learning spirit, expressed his sincere appreciation to the agencies and units involved in organizing the course, and congratulated all parties on the successful completion of the training course.
Mr. Nguyen Van Phuong, Deputy Director of the Department of Home Affairs of Bac Ninh Province, delivered a message of appreciation on behalf of the participants at the closing ceremony.On behalf of the 19 participants of the training course, Mr. Nguyen Van Phuong expressed his sincere gratitude to the leadership of MoHA, its functional units, APAG, and CIG for their support and for creating favorable conditions for participants to study, conduct research, and develop leadership and management skills, as well as to gain exposure to fundamental principles in building and developing human resources in the context of modern national governance.
He affirmed that, following the course, participants would earnestly apply the knowledge and skills acquired to their practical work at their respective agencies and organizations, thereby contributing to improved management, administration, and public service delivery, with the goal of building a streamlined, professional, and people-centered civil service.

The knowledge, skills, and modern governance mindset imparted through the course will serve as an important foundation for participants to apply in their leadership and management roles at their respective agencies and organizations. In doing so, the program contributes to enhancing the quality of the cadre and civil servant workforce, meeting the requirements of administrative reform, and building a professional, modern civil service in the service of the people in the new phase.
