Academy of Public Administration and Governance Welcomes Expert Delegation from Inha University (South Korea)

On the morning of January 26, 2026, the leadership of the Academy of Public Administration and Governance (APAG) presided over a reception and working session with an expert delegation from Inha University (South Korea).

Overview of the working session

Attending the session, representing Inha University (South Korea), were: Prof. Kim Young Soon, President of the Foundation for Coexistence and Connectivity and Director of the Institute of Multicultural Convergence Research; Prof. Son Young Hoa, Dean of the Law School; Prof. Choi Hyun Sik, Department of Korean Language Education; along with other distinguished members of the delegation.

Representing the Academy of Public Administration and Governance were: Assoc. Prof. Dr. Nguyen Ba Chien, APAG President; Dr. Bui Phuong Dinh, APAG Vice President; Ms. Pham Thi Quynh Hoa, MSc, Acting Director of the Department of Scientific Management and International Cooperation; Dr. Nguyen Huy Hoang, Director of the Department of Personnel and Organization; Assoc. Prof. Dr. Dang Khac Anh, Dean of the Faculty of Social Management and Development; Dr. Ta Thi Huong, Vice Dean of the Faculty of Social Management and Development; alongside officials from the Department of Scientific Management and International Cooperation.

Delivering his remarks at the meeting, Assoc. Prof. Dr. Nguyen Ba Chien extended a warm welcome to the expert delegation from Inha University regarding their visit and working session at APAG. He acknowledged and highly valued the traditional, substantive, and increasingly effective cooperative relationship maintained by both parties in recent years. The APAG President emphasized that academic exchanges, international conferences, staff training, and research surveys have significantly contributed to enhancing the capacity for teaching, research, and international engagement of the Academy’s officials and lecturers. On this foundation, Assoc. Prof. Dr. Nguyen Ba Chien expressed a desire for both sides to further deepen their cooperation, particularly in joint training, faculty and student exchange, collaborative scientific research, and knowledge transfer pertaining to public governance, digital transformation, and sustainable development.

Prof. Kim Young Soon expressed sincere appreciation for the thoughtful and warm hospitality accorded by APAG to the Inha University delegation. Prof. Kim Young Soon affirmed that APAG is a trusted partner with a clear development orientation and immense potential for collaboration. He stated that Inha University stands ready to enhance the sharing of experience, expert resources, and academic assets, and to continue close coordination with APAG in training programs, scientific research, staff development, and international cooperation activities, thereby contributing to deepening the bilateral relationship in the near future.

At the session, he proposed the following subsequent cooperation activities:

  1. Establishment of the Vietnam – Korea Center (headquartered at the Academy of Public Administration and Governance).
  2. Regular organization of seminars, scientific colloquiums, and academic exchange activities between APAG and Inha University to strengthen expert exchange, share research outcomes, and expand the academic cooperation network between the two institutions.

Responding to the cooperation proposals from Prof. Kim Young Soon, Assoc. Prof. Dr. Nguyen Ba Chien thanked and highly appraised the clarity, practicality, and promising nature of the proposed content. APAG will expeditiously draft the proposal for the establishment of the Vietnam – Korea Center (for submission to the Ho Chi Minh National Academy of Politics for review and decision); and formulate cooperation programs such as joint training and student exchanges between APAG and Inha University commencing in 2026. During the session, the APAG President also requested Inha University to facilitate a joint study between the two training institutions on the topic of multicultural exchange within the current context; concurrently, he formally extended an invitation to the professors, lecturers, and researchers of Inha University to attend the Annual International Public Governance Forum 2026, scheduled for October in Hanoi.

The working session was conducted in an open, trusting, and constructive atmosphere, featuring frank and practical exchanges regarding specific cooperation orientations for the upcoming period. Both parties agreed to strengthen coordination by leveraging each side's strengths, ensuring effectiveness, sustainability, and alignment with the development strategies of both APAG and Inha University amidst the context of extensive international integration.

Concluding the session, representatives from both sides expressed their conviction that, with the existing foundation of cooperation and the determination of the leadership and specialized units, the partnership between APAG and Inha University will continue to be consolidated and robustly developed, making practical contributions to training, scientific research, and the enhancement of human resource quality. This working session marks a significant milestone, opening numerous new opportunities and contributing to the promotion of education-training cooperation and academic exchange between Vietnam and South Korea in general, and between APAG and Inha University in particular, in the forthcoming phase.
