On March 12, 2026, in Hanoi, the Academy of Public Administration and Governance organized a Scientific Conference with the theme: "Implementing the Resolution of the 14th National Party Congress in teaching and scientific research at the Academy of Public Administration and Governance." The conference was held in an in-person format combined with online broadcasting, connecting with the Branch Campuses of the Academy. The conference was co-chaired by Assoc. Prof. Dr. Nguyen Ba Chien and Dr. Bui Phuong Dinh.

In his opening remarks, Assoc. Prof. Dr. Nguyen Ba Chien emphasized: The 14th National Party Congress has set out many major orientations to promote the country's rapid and sustainable development, while simultaneously continuing to perfect the model of the socialist law-governed state.
According to the President of the Academy, the orientations on innovating national governance, strengthening decentralization and delegation of power, and promoting local proactiveness are posing new requirements for training, fostering, and scientific research activities in the field of public governance.
In that context, the Academy of Public Administration and Governance has an important responsibility in transforming the Party's perspectives and guidelines into training and research content, thereby contributing to improving the quality of the contingent of cadres, civil servants, and public employees.

In his presentation, Assoc. Prof. Dr. Le Minh Thong argued that grasping and applying the new contents of the 14th Congress Documents need to be carried out systematically within the training program. Teaching content must accurately reflect the Party's development perspectives and orientations, while enhancing practicality and the problem-solving capacity of learners.

According to Assoc. Prof. Dr. Nguyen Thi Hoai Le, the strong development of artificial intelligence, big data, and digital technologies is opening up many new opportunities for social science research activities. However, the application of these technologies also poses requirements for improving technological capacity, digital skills, and research methods for the contingent of scientists.

At the discussion session, delegates exchanged views on updating the contents of the Resolution of the 14th Congress into the training and scientific research programs at the Academy.
Many opinions suggested that units have proactively reviewed training programs, supplementing contents on national governance, administrative reform, building a socialist law-governed state, and digital transformation. At the same time, scientific research activities have also been promoted, linked to practical issues of state management.
