Scientific Conference on Implementing the 14th National Party Congress Resolution in Teaching and Research at APAG

Attending the conference were delegates from the Ho Chi Minh National Academy of Politics: Dr. Do Tat Cuong - Deputy Director of the Department of Scientific Management; Assoc. Prof. Dr. Dang Thi Anh Tuyet - Deputy Director of the Department of Scientific Management; Assoc. Prof. Dr. Hoang Hung Hai - Chief of Office of Project 979, Deputy Director of the Department of Training Management; Dr. Nguyen Thi Mai Chi - Deputy Chief of Office of Steering Committee 35.

Also attending were scientists: Assoc. Prof. Dr. Le Minh Thong, former Deputy Chairman of the Law Committee of the National Assembly; Prof. Dr. Pham Hong Thai, former Dean of the Faculty of Law - Vietnam National University, Hanoi, Chairman of the Council for Professor Title in Law; Assoc. Prof. Dr. Nguyen Thi Hoai Le, former Director of the Institute of Human Studies, Vietnam Academy of Social Sciences.

Representing the Academy of Public Administration and Governance were: Assoc. Prof. Dr. Nguyen Ba Chien, President of the Academy; Deputy Presidents of the Academy: Assoc. Prof. Dr. Luong Thanh Cuong, Prof. Dr. Nguyen Quoc Suu, Dr. Bui Phuong Dinh, Dr. Hoang Ngoc Hai, along with a large number of officials, lecturers, and researchers of the Academy.

In his opening remarks, Assoc. Prof. Dr. Nguyen Ba Chien emphasized: The 14th National Party Congress has set out many major orientations to promote the country's rapid and sustainable development, while simultaneously continuing to perfect the model of the socialist law-governed state.

According to the President of the Academy, the orientations on innovating national governance, strengthening decentralization and delegation of power, and promoting local proactiveness are posing new requirements for training, fostering, and scientific research activities in the field of public governance.

In that context, the Academy of Public Administration and Governance has an important responsibility in transforming the Party's perspectives and guidelines into training and research content, thereby contributing to improving the quality of the contingent of cadres, civil servants, and public employees.

At the Conference, experts and scientists presented many important papers related to the implementation of the Resolution of the 14th Congress in the field of training and research.

In his presentation, Assoc. Prof. Dr. Le Minh Thong argued that grasping and applying the new contents of the 14th Congress Documents need to be carried out systematically within the training program. Teaching content must accurately reflect the Party's development perspectives and orientations, while enhancing practicality and the problem-solving capacity of learners.

In addition, Prof. Dr. Pham Hong Thai emphasized the importance of continuing to research deeply into the organization of local government and perfecting governance institutions, in which it is necessary to clarify the relationship between state management and local self-governance, thereby contributing to improving the operational efficiency of the government apparatus.

A topic of interest to many delegates was the application of new technologies in social science research.

According to Assoc. Prof. Dr. Nguyen Thi Hoai Le, the strong development of artificial intelligence, big data, and digital technologies is opening up many new opportunities for social science research activities. However, the application of these technologies also poses requirements for improving technological capacity, digital skills, and research methods for the contingent of scientists.

Meanwhile, Prof. Dr. Nguyen Quoc Suu, Deputy President of the Academy, stated that development institutions are an important pillar of the country's development model in the new period. Researching and teaching contents related to development institutions, modern national governance, and institutional reform need to be strengthened in the Academy's training programs.

Presenting at the Conference, Dr. Nguyen Thi Mai Chi emphasized the requirement to integrate the contents of the Resolution of the 14th Congress into the training and fostering programs in the fields of state management and national governance.

According to her, in a world context of rapid fluctuations, innovating training content and methods needs to be closely linked to governance practices, helping learners better understand how to apply the Party's guidelines in the policy formulation and execution process.

Discussing many practical issues

At the discussion session, delegates exchanged views on updating the contents of the Resolution of the 14th Congress into the training and scientific research programs at the Academy.

Many opinions suggested that units have proactively reviewed training programs, supplementing contents on national governance, administrative reform, building a socialist law-governed state, and digital transformation. At the same time, scientific research activities have also been promoted, linked to practical issues of state management.

Delivering the closing speech of the Conference, Dr. Bui Phuong Dinh acknowledged and highly appreciated the presentations as well as the exchanged opinions of the experts, scientists, and attending delegates.

The opinions at the Conference contributed to clarifying many theoretical and practical issues in implementing the Resolution of the 14th Congress into training and scientific research activities at the Academy of Public Administration and Governance. At the same time, many important proposals and suggestions were also put forward to continue innovating the content of training programs, teaching methods, and research orientations in the coming time.

The results of the Conference will be an important basis for the Academy to continue researching and concretizing the perspectives and orientations of the Resolution of the 14th Congress into training, fostering, and scientific research activities, thereby contributing to improving the quality of training for cadres and civil servants and making practical contributions to the development process of national governance in the new period.
