DECISION
Specifying functions, tasks, and organizational structure of the Academy of Public Administration and Governance
Pursuant to Decision 214-QD/TW dated December 28, 2025, of the Party Central Committee specifying functions, tasks, powers, and organizational structure of the Ho Chi Minh National Academy of Politics;
Pursuant to Law on Higher Education No. 08/2012/QH13 dated June 18, 2012, and Law Amending and Supplementing a Number of Articles of the Law on Higher Education No. 34/2018/QH14 dated November 19, 2018, of the Socialist Republic of Viet Nam;
Pursuant to Decree No. 99/2019/ND-CP dated December 30, 2019, of the Government detailing and guiding the implementation of a number of articles of the Law Amending and Supplementing a Number of Articles of the Law on Higher Education;
At the proposal of the Department of Personnel and Organization and the Academy of Public Administration and Governance;
THE HCMA PRESIDENT DECIDES
Article 1. Position and function
1. The Academy of Public Administration and Governance is a unit directly under the Ho Chi Minh National Academy of Politics (HCMA).
2. The Academy of Public Administration and Governance is a higher education institution under the Ho Chi Minh National Academy of Politics and performs the functions of training bachelors, masters, and doctors; scientific research and technology transfer; international cooperation and public service provision in public administration and state management according to the requirements of the Party, the State, the Ho Chi Minh National Academy of Politics and societal needs.
3. Its international transaction name in English is the Academy of Public Administration and Governance, abbreviated as APAG.
Article 2. Tasks and powers
1. Training
Training bachelors, masters, and doctors in the fields of public administration, state management, public governance, and other areas as prescribed by the Party, the State, the Law on Higher Education, and the assignment and decentralization by the HCMA President.
2. Scientific research
a) Research on administrative science, state management, and public governance to serve the training of the Academy of Public Administration and Governance.
b) Studying and providing scientific arguments on administrative reform, civil servant and civil service reform, public policies, public governance, strategies and measures to enhance the capacity and quality of cadres, civil servants, and public employees, organization of the state administrative apparatus;
c) Participating in developing programs and projects in the areas of public administration, state management, public governance, and related fields as assigned by HCMA and competent authorities.
d) Collaborating with relevant agencies and units to research and propose innovations in the content of programs and curricula on public administration, state management, and public governance for the Party schools, political schools, and universities and colleges nationwide.
3. Organizing the development of training curricula; compiling, promulgating, and developing programs, textbooks, and documents to serve the bachelor’s, master’s, and doctoral training in accordance with the law and HCMA regulations.
4. Testing and assuring the training quality; managing and issuing degrees and certificates in the fields of training of the Academy of Public Administration and governance in compliance with the law and HCMA regulations.
5. Undertaking international cooperation in training, academic exchange, research with international organizations, training and research entities of other countries, and international organizations on administrative science, state management, public governance, and related fields.
6. Publishing and circulating journals, newsletters, academic publications, textbooks, and documents to serve the training and research of the Academy of Public Administration and Governance and societal needs in accordance with the regulations of the Party, State, and HCMA.
7. Conducting internal control, settling complaints and denunciations, preventing and combating corruption, negative behaviors, and waste in all activities of the Academy of Public Administration and Governance in accordance with the regulations of the Party, State, and HCMA.
8. Managing the organization and apparatus, staffing, employment; implementing policies and incentives; training; implementing emulation, reward and discipline for public employees and laborers of the Academy of Public Administration and governance in accordance with the law and as decentralized by the President of the Ho Chi Minh National Academy of Politics.
9. Managing the provided finance and assets; making decisions and taking responsibility for investment projects as assigned and decentralized by the HCMA President in accordance with the regulations of the Party, the State, and HCMA.
10. Joining other HCMA units in formulating strategies, programs, plans, regulations, and legal normative documents when assigned by competent authorities.
11. Implementing transfer of technology and public services in public administration, state management, and public governance as assigned and decentralized by the HCMA President and in compliance with the regulations of the Party and the State.
12. Performing other tasks and powers as assigned and decentralized by HCMA and in accordance with the law.
Article 3. Organizational structure and staffing
1. Leadership of the Academy of Public Administration and Governance
a) The Academy of Public Administration and Governance has one President and no more than four Vice Presidents appointed by the President of the Ho Chi Minh National Academy of Politics.
b) The President of the Academy of Public Administration and Governance is the head and leader of the Academy of Public Administration and Governance, responsible to the President of the Ho Chi Minh National Academy of Politics and before the law for all activities of the Academy of Public Administration and Governance.
c) The Vice Presidents of the Academy of Public Administration and Governance shall be responsible to the President of the Academy of Public Administration and Governance and before the law for their assigned work.
2. Organizational structure
a) Functional units
(1) Department of Personnel and Organization.
(2) Department of Higher Education Management.
(3) Department of Planning and Finance.
(4) Department of Research Management and International Cooperation.
(5) Office of APAG.
b) Teaching, research, information, and publishing units
(1) Faculty of Administrative Sciences.
(2) Faculty of Human Resource Management.
(3) Faculty of Archival Sciences and Office Administration.
(4) Faculty of Social Development Management.
(5) Faculty of Law.
(6) Faculty of Economy.
(7) Faculty of Interdisciplinary Sciences – Foreign Languages – Information Technology.
(8) Center for Testing and Quality Assurance.
(9) Center for Technology and Library.
(10) State Management Review.
c) Campuses
(1) Academy of Public Administration and Governance Campus in Ho Chi Minh City (with one Director and no more than two Deputy Directors; organizational structure of no more than 06 constituent units).
(2) Academy of Public Administration and Governance Campus in Quang Nam Province (with one Director and no more than two Deputy Directors; organizational structure of no more than 05 constituent units).
The departments, faculties, centers, State Management Review, Office, and campuses of the Academy of Public Administration and Governance are units at the same level. The heads of the units are appointed by the President of the Ho Chi Minh National Academy of Politics.
The functions, tasks, and staffing of units are decided by the President of the Academy of Public Administration and Governance.
3. Staffing
a) The staffing of the Academy of Public Administration and Governance is determined in accordance with the standards for titles and job positions applicable to cadres, civil servants, and public employees, as assigned by the President of the Ho Chi Minh National Academy of Politics.
b) In addition to the prescribed staffing, the Academy of Administration and Public Governance is permitted to employ scientific research collaborators, part-time lecturers, visiting lecturers, and contract employees as stipulated by law.
Article 4. Seal and finance
The Academy of Public Administration and Governance has its own seal and bank account and is a Level 3 financial budgeting unit under HCMA.
Article 5. Working regulations
Based on functions, tasks, organizational structure and staffing, the President of the Academy of Public Administration and Governance shall coordinate with the HCMA Department of Organization and Personnel to develop Working regulations and submit them to the President of the Ho Chi Minh National Academy of Politics for decision.
Article 6. Transitional provision
The Academy of Public Administration and Governance shall receive and organize the implementation of training tasks of the National Academy of Public Administration, ensuring the interests of students and trainees; award degrees and certificates to trainees and students in accordance with the law; inherit all rights and obligations of the National Academy of Public Administration which has been implemented.
Article 7. Effect and implementation responsibilities
1. This Decision takes effect from the date of signing.
2. During the implementation process, if any problems arise that require amendments or supplements, the Academy of Public Administration and Governance shall coordinate with the HCMA Department of Personnel and Organization to submit to the HCMA President for consideration and decision.
3. The HCMA Chief of Office, HCMA Director General of the Department of Personnel and Organization, the President of the Academy of Public Administration and Governance, and heads of relevant units shall implement this Decision.
