The National Academy of Public Administration and the Canadian Bureau for International Education (CBIE) promote the cooperation project to enhance staff capacity

On October 11, 2024, at NAPA Headquarters in Ha Noi, Assoc. Prof. Dr. Nguyen Ba Chien, NAPA President, had a meeting with Ms. Karen Dalkie, Vice President for Development and Partnerships at the Canadian Bureau for International Education (CBIE), to discuss key issues aimed at advancing the implementation of the cooperation project to enhance staff capacity between NAPA and CBIE.

Also attending the meeting were Assoc. Prof. Dr. Nguyen Van Hau, Chief of the Office of NAPA; Ms. Pham Thi Quynh Hoa, Director of the International Cooperation Department; and Dr. Nguyen Thi Thu Cuc, Deputy Director of the International Cooperation Department.

During the meeting, Ms. Karen Dalkie expressed her pleasure in returning to NAPA, especially after the notable achievements in the implementation of the staff capacity-building cooperation project between CBIE and NAPA. She emphasized that collaborating with NAPA and gender experts is of special importance in forming the basis for presenting the cooperation project to the Canadian government for approval.

In recent times, CBIE and NAPA have actively collaborated, promptly exchanging and agreeing on the most optimal approaches, resulting in the proposal of the most feasible projects for effective implementation. Based on the results of CBIE’s working visit to Ha Noi in January 2024, both CBIE and NAPA have worked diligently to successfully carry out various activities, such as coordinating the development of the project’s logical framework for submission to Global Affairs Canada for approval; conducting interviews, surveys, and data collection for gender analysis reports; and reviewing and finalizing the project’s proposed content. The promotion of cooperation and the specific results achieved have been acknowledged and highly regarded by the Canadian Embassy in Viet Nam and the Government of Canada. This demonstrates the strong, close, and effective collaboration between CBIE and NAPA.

On behalf of CBIE, Ms. Karen Dalkie sincerely thanked NAPA for its trust and effective cooperation in implementing the proposed project. She also expressed her personal thanks to the NAPA President and its staff for their active participation in the project activities. With the support of the Canadian Embassy in Viet Nam and the Government of Canada, she announced that the project is expected to be approved by the end of 2024 and will likely be implemented at the beginning of 2025.

In his remarks, Assoc. Prof. Dr. Nguyen Ba Chien reaffirmed the promising outlook of educational cooperation with Canada through the collaboration with CBIE. He expressed his gratitude to Ms. Karen Dalkie for sharing positive and encouraging information regarding the proposed project, especially on important aspects related to gender issues. Based on the initial achievements, NAPA is committed to continuing the full implementation of the project and ensuring its effectiveness and quality, with the aim of bringing the cooperation project between NAPA and CBIE to fruition as soon as possible. This will further enhance the long-standing tradition of cooperation between NAPA and Canadian partners, contributing to the development of a strong diplomatic and comprehensive partnership between Viet Nam and Canada.

On this occasion, Ms. Karen Dalkie also extended an invitation to the NAPA President, along with NAPA experts and staff, to visit CBIE, conduct research, and work in Canada in the near future.
