APAG hosts a working session with the delegation of the Russian State University for the Humanities

On September 16, 2025, at APAG Headquarters in Ha Noi, the Academy of Public Administration and Governance (APAG) held a working session with the delegation from the Russian State University for the Humanities (RGGU). The session focused on issues of bilateral cooperation, the draft Memorandum of Understanding (MoU), and the development of a two-year cooperation plan between the two sides.

Attending the meeting were Mr. A.V. Loginov, Rector of RGGU; Mr. V.V. Murashkin, Head of the Russian Center of Science and Culture in Ha Noi; Dr. Bui Phuong Dinh, Vice President of APAG; Assoc. Prof. Dr. Nguyen Van Hau, Deputy Chief of Office, Ho Chi Minh National Academy of Politics (HCMA); representatives from the Department of Science Management and International Cooperation and the Faculty of Archival and Office Management.

In his address, Dr. Bui Phuong Dinh extended a warm welcome to Mr. A.V. Loginov, Rector of RGGU, and members of the delegation visiting and working in Viet Nam.

He also introduced APAG, its training programs, and international cooperation activities. APAG, whose international name is the Academy of Public Administration and Governance (APAG), is an institution under the Ho Chi Minh National Academy of Politics.

From 2025, APAG carries a new mission as a higher education institution under the Party school system, continuing to perform its key functions and tasks in international cooperation, policy consultation, and provision of public services in public administration, state management, and governance. One of APAG’s strategic orientations in the coming period is to strengthen international joint training programs, promote faculty and student exchanges, and conduct joint research projects.

Currently, APAG offers both undergraduate and graduate training in various majors, with strengths in public management and public policy, and organizes short-term training courses for public officials nationwide.

Dr. Bui Phuong Dinh expressed his wish that the RGGU delegation would share views on potential areas of bilateral cooperation and concrete cooperation plans between the two institutions.

At the working session, Mr. A.V. Loginov, Rector of RGGU, expressed his joy and honor at the warm reception extended by APAG. He noted the enthusiasm of Viet Nam and APAG in strengthening practical and effective cooperation between Viet Nam and Russia in training, particularly for public officials, public service, and public administration development. Highlighting the importance of Viet Nam-Russia diplomatic relations, Mr. Loginov affirmed that cooperation programs in training would play a vital role in fostering cultural, policy, and administrative exchanges and understanding, thereby laying the foundation for promoting comprehensive cooperation between the two countries. After listening to the proposals for cooperation from APAG, Mr. Loginov agreed, expressed readiness, and hoped that RGGU and APAG would focus on exchanging experience in educational matters to enhance the quality of training experts at all levels; implementing academic exchange programs; jointly participating in national and international programs and projects; and sharing information in areas of mutual interest.

Based on the discussions, the two sides reached consensus on the draft Memorandum of Understanding (MoU) and the development of a two-year cooperation plan in the following areas:

(1) Developing and implementing educational and research programs in the field of education;

(2)  Developing and implementing academic exchange programs for students, lecturers, and researchers aimed at advanced training and improving research and educational activities;

(3) Conducting joint academic research, carrying out both basic and applied studies in the field of education, and implementing innovation activities together;

(4) Developing and implementing online education programs;

(5)  Participating in the activities of international organizations and implementing international education, research, scientific, and technical projects, symposia, and conferences, or independently organizing such events, as well as exchanging educational and scientific materials on a bilateral and multilateral basis;

(6) Participating in and organizing cultural, educational, sports, and other events of mutual interest;

(7) Taking part in conferences and exhibitions on specialized topics.

Mr. V.V. Murashkin affirmed that the Center of Science and Culture in Ha Noi welcomed the establishment of direct cooperation between APAG, under HCMA, and RGGU, a leading institution in the field of humanities education in Russia. He further expressed readiness to support educational institutions of both countries in all areas.
