On February 17, 2025, Prof. Dr. Nguyen Xuan Thang, Politburo Member, President of the Ho Chi Minh National Academy of Politics (HCMA), and Chairman of the Central Council on Theoretical Studies, held a meeting with H.E. Shawn Perry Steil, Canadian Ambassador to Viet Nam.
The meeting also featured the attendance of Assoc. Prof. Dr. Duong Trung Y, HCMA Vice President, along with representatives from the Central Council on Theoretical Studies and leaders of various HCMA units.

Welcoming Ambassador Shawn Perry Steil and his delegation to HCMA, Prof. Dr. Nguyen Xuan Thang reaffirmed that Viet Nam highly values its Comprehensive Partnership with Canada. He emphasized Viet Nam’s commitment to working with Canada in implementing high-level commitments to deepen bilateral relations based on mutual benefits, contributing to peace, stability, and development in the region and the world.
Providing an overview of the functions, tasks, and organizational structure of HCMA following the implementation of Resolution 18 of the Politburo, Prof. Dr. Nguyen Xuan Thang highlighted the HCMA’s proactive and determined efforts in summarizing Resolution 18-NQ/TW and proposing organizational restructuring plans. He emphasized that this initiative reflects the HCMA’s spirit of responsibility, commitment to innovation, and its leading role in Viet Nam’s national development.
Discussing future cooperation between HCMA and Canadian partners, particularly the implementation of the “Building Inclusive Local Governance” Project funded by the Canadian Bureau for International Education (CBIE), Prof. Dr. Nguyen Xuan Thang proposed that both sides further strengthen collaboration and ensure that the project achieves long-term and substantive impact. The key objectives include: Enhancing inclusive local governance across various provinces and cities in Viet Nam; Improving the performance of public leaders in selected provinces and municipalities; Strengthening leadership training programs, particularly for current and emerging female leaders in Viet Nam.
He also proposed that Canada continue working with HCMA to enhance the capacity of the Academy of Public Administration and Governance in the following areas: Pedagogical methods and modern teaching approaches; Designing and implementing effective and inclusive local governance capacity-building programs; Developing leadership training programs that meet international standards for public leaders.

In his part, Ambassador Shawn Perry Steil expressed his gratitude to Prof. Dr. Nguyen Xuan Thang for the opportunity to engage in discussions. He commended Viet Nam’s remarkable achievements, particularly its efforts in streamlining and restructuring the apparatus to build a modern, efficient, and effective political system that supports sustainable and rapid national development in the new era.
He fully agreed with Prof. Dr. Nguyen Xuan Thang’s assessment and proposals regarding the positive outcomes of the Viet Nam-Canada Comprehensive Partnership as well as the cooperation between the HCMA and Canadian partners. He reaffirmed Canada’s commitment to strengthening collaboration with HCMA in education and public administration, highlighting that these efforts align with both countries’ shared commitment to fostering a diverse and in-depth partnership, especially in training human resources for the public sector.
Both sides engaged in extensive discussions on the implementation of the “Building Inclusive Local Governance” Project, including its medium- and long-term goals and expected outcomes. They also reached a consensus on the next steps to advance the project, ensuring its effective execution and impact.
