On March 25, 2025, in Ha Noi, the Ho Chi Minh National Academy of Politics (HCMA) held the National Conference on Training of Public Officials in a hybrid format, combining both in-person and online participation. Prof. Dr. Nguyen Xuan Thang, Member of the Politburo, President of HCMA, and Chair of the Central Council on Theoretical Studies, chaired the conference.
Co-chairing the conference were Mr. Phan Thang An, Deputy Chair of the CPV Central Committee’s Commission for Organization; Mr. Vu Chien Thang, Vice Minister of Home Affairs; Mr. Nguyen Duy Bac, Standing Vice President of HCMA; Mr. Hoang Phuc Lam, Vice President of HCMA.
The conference was attended by representatives from central ministries, departments, and agencies; leaders of provincial and municipal Party Committees; leaders of HCMA and its affiliated academies; as well as leaders of provincial party commission for organization, departments of home affairs, and political schools nationwide.
In his opening remarks, Prof. Dr. Nguyen Xuan Thang, Member of the Politburo, President of HCMA, and Chair of the Central Council on Theoretical Studies, stated that the Politburo and the Secretariat have approved the Development Strategy for the Ho Chi Minh National Academy of Politics until 2030, with a vision to 2045. Additionally, they have issued Decision No. 214-QĐ/TW on December 28, 2024, defining the functions, tasks, and organizational structure of HCMA. According to this decision, the National Academy of Public Administration, previously under the Ministry of Home Affairs, has been merged into HCMA, which is now responsible for training public officials across the Party and the entire political system.
Prof. Dr. Nguyen Xuan Thang emphasized that the National Conference on Training of Public Officials is of great significance. It serves as an opportunity to assess the implementation of training programs and skill development for public officials in Party and state agencies, as well as within the political system. Furthermore, the conference aims to set goals, define orientations, and propose solutions to enhance the quality and effectiveness of training efforts.
At the conference, Mr. Nguyen Duy Bac, Standing Vice President of HCMA, presented a report on the training of public officials during the 2021–2024 period, as well as the directions and tasks for 2025–2030. He emphasized that, under the unified leadership of the Politburo, the Secretariat, and the Government, and through close coordination between HCMA and the CPV Central Committee’s Commission for Organization, the Ministry of Home Affairs, central ministries, departments, mass organizations, provincial and municipal Party Committees, Party Committees under the Central Committee, and other relevant agencies, significant achievements have been made in recent years. These include institutional development and regulation, capacity building for lecturers and training managers across ministries, sectors, and localities, curriculum development, and effective training outcomes for public officials at all levels within the political system.
During this period, the Politburo, the Secretariat, the Government, the Prime Minister, and the Ministry of Home Affairs have issued key regulations aimed at comprehensively reforming mechanisms for evaluating, training, utilizing, promoting, and appointing officials to leadership positions within the political system. Additionally, a comprehensive training approach has been implemented to enhance knowledge and skills, improve the overall quality of the workforce, and ensure regular updates on new knowledge tailored to different groups of public officials.
In accordance with Party and State regulations, HCMA, the Ministry of Home Affairs, and training institutions nationwide have undertaken innovation in training content and methods to enhance the competency, skills, and professional ethics of public officials in alignment with their job positions. This includes revising and updating training programs on public administration knowledge based on civil service rank standards, professional title classifications, and job requirements, ensuring cost-effectiveness, efficiency, and no redundancy, as well as reviewing and eliminating unnecessary training certificates.
Ministries, sectors, and localities have actively sent public officials to participate in training programs on political theory, public administration, national defense and security, information technology, and foreign languages, in compliance with qualification requirements for rank promotion and appointments to leadership and management positions.

However, the implementation of Resolution 18 of the 12th Central Committee on streamlining the organizational apparatus, reducing payrolls, and restructuring the workforce of public officials across levels and sectors, along with Decision 214-QĐ/TW (December 28, 2024) of the Politburo, which defines the functions and organizational structure of HCMA and merges NAPA (formerly under the Ministry of Home Affairs) into HCMA, requires amendments and supplements to multiple Party regulations and State laws. It also demands innovations in management and operations to ensure that the training of public officials meets the needs of national development in the New Era—the era of Viet Nam’s rise on the global stage.
Given the significance and importance of the conference, delegates focused on research, discussions, and proposals for comprehensive institutional reforms in training, ensuring consistency across the entire political system. Key topics included developing training programs and materials aligned with the Party’s organizational streamlining policies and cadre work strategy; building and enhancing the faculty members, ensuring high standards for improved training quality; establishing a unified management framework for training across the political system; clarifying roles and responsibilities in training administration through specific delegation and decentralization; recognizing the value of diplomas and certificates for personnel evaluation within the Party and state apparatus. Based on these discussions, the conference formulated proposals and recommendations to the Politburo, Secretariat, CPV Central Committee’s Commission for Organization, Government, Ministry of Home Affairs, and relevant agencies to guide future training policies for public officials.
