Closing Ceremony of the “Viet Nam – Japan Local Government” Workshop

On September 20, 2024, the closing ceremony of the “Viet Nam – Japan Local Government” workshop took place in Ha Noi. After a day of discussions, the workshop successfully completed all the proposed agendas.

In his remarks, Vice Minister Truong Hai Long shared that the workshop attracted the participation of 100 delegates, including public leaders and officials from local governments, representatives from central agencies related to local government and administration in Viet Nam, as well as nearly 20 public leaders and officials from Japan’s Ministry of Internal Affairs and Communications (MIC).

The workshop also allocated time for discussions on each topic, aiming to clarify and deepen understanding of local administrative management practices in Viet Nam. Participants explored an overview of Japan’s local government system, the division of responsibilities between the central and local governments, financial resource allocation, local decentralization, and experiences with applying digital transformation in local administrative management in both Japan and Viet Nam. Other topics included urban management issues, central-local government relations in managing local governments, regional connectivity promotion, policies and organizational structures for specialized agencies within local government models to enhance the effectiveness of regional connectivity policies, and cooperative partnerships between Vietnamese and Japanese local governments. Additionally, the workshop discussed the efforts of local governments in management mechanisms supporting local economic development and growth.

He stated that this workshop serves as an opportunity for Viet Nam and Japan to exchange information, perspectives, and management methods, and share experiences in organizing, coordinating, and implementing practices in reality. At the same time, both sides also shared the difficulties and challenges they have faced in local government management. From these discussions, they aim to develop solutions that are appropriate to the specific circumstances of each country.

The experiences shared by the Japanese speakers on local administrative management are truly valuable for Viet Nam. Based on these insights, Vietnamese local governments will study, consider, and select the approaches that can be suitably applied to their respective localities.
